Job Description

Join the Relief International Team as Strategic Partnerships Lead – Europe. You will serve as the leader of capture strategy and development of proposals, targeting key donors to expand RI’s global portfolio with an emphasis in Europe.

Based in France or UK - homebased.

Travel: As needed, this role is expected to travel up to 25%

Relief International (RI) is active in 15 countries around the world, including some of the most fragile settings: Afghanistan, Bangladesh, Ghana Iran, Iraq, Jordan, Lebanon, Myanmar, Pakistan, Philippines, South Sudan, Sudan, Syria, Turkey, and Yemen. Often, RI is the only organization providing assistance to highly vulnerable communities.

RI employs about 5,000 staff and auxiliary workers

97% of staff are local nationals and there are about 90 international (expat) staff.

2022 programs budget is about $130M

RI receives funding from a broad range of institutional donors – US,UK, Europe, and the UN, to delivery life-saving and resilience building programming with communities and local and international partners. RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change.

About the opportunity

You will be part of a small and successful busy Program Development team. Reporting into the Head of Programs, you will serve as the leader of capture strategy and development of proposals, targeting key donors to expand RI’s global portfolio with an emphasis in Europe.

You will work collaboratively with RI’s Regional Directors, Regional Program Directors, Regional Program Development Managers and country teams. European donors will be the central focus of this role, to complement ongoing US efforts and representation.

The Program Development Director will work with you and the wider team, to build out a strategy in close coordination with Regional teams, to increase both visibility and engagement with European institutional donors.

Key Responsibilities

· Strategic planning in the area of program development, targeting European government institutional and bilateral donors.

· Evaluate trends in humanitarian and development funding.

· Monitor donor funding stream processes.

· Work with the Head of Program Development to develop and maintain strategies for the development of existing country programs.

· Represent RI in Brussels, London, Paris at coordination meetings, conferences and other external representation, as delegated.

· Develop relationships with current and potential future donors and partners.

· Identify and cultivate relationships with other INGOs and local INGOs.

· Manage the process of development of concept papers, project proposals and responses to RFAs, NOFOs and/or HIPs as well as design and draft unsolicited concepts.

· Liaise with and train staff on RI program desks and technical units.

· For EU specific awards, lead on design and support Program Development Team to coordinate the proposal development and review process.

· Prepare regular activity reports for Global Support Staff.
